Regulations 17th International Film Festival ETNOFILM ČADCA 2012

Dear Sir/Dear madam.

We are pleased to announce that the 17th International Film Festival ETNOFILM CADCA 2012 shall be held from 23 to 26 October 2012 in Cadca, Slovakia. We´ll be happy if you submit your latest documentary to compete in our film festival.

Enclosed we are sending the festival statutes where you can find  the details regarding the international competition. The deadline for submitting films is 15th May 2012, results of pre-selection shall be announced by 31 July 2012, deadline for personal attendance of filmmakers is  31st August 2012.

                                                                            REGULATIONS



DATE AND PLACE
The 17th International Film Festival Etnofilm  Cadca 2012 will take place from  23 to 26 October  2012 in  the Kysuce  Cultural Center  in Čadca and The House of Culture  in Cadca, Slovakia.

2)  MISSION OF THE FESTIVAL
ETNOFILM is an international biennial film festival devoted to ethnology as well as social and cultural anthropology in a wide sense of the term.
 The main goals  of the festival:
- to screen recent documentaries on  cultural and social diversity of the human community 
  and raise awareness of the general public, filmmakers and media about  the necessity of its 
   protection
      - to encourage new productions on the above topics by giving awards
      - to support the development of  Slovak  film in the field of visual anthropology
      - to organize  expert meetings during the festival

The Festival is focused on the social and cultural diversity of the European continent, however films  describing culture of other parts of the world  are  eligible to compete.

PARTICIPATION REQUIREMENTS

a/ Films  can be submitted by persons who produced, distributed, owned or directed them,
   as well as by organisations.

b/ The entrant must complete and sign the competition entry form.

c/ Works are accepted in the DVD  format.

d/ Only  documentary  films produced after 2010 which have not been presented at the preceding ETNOFILM  CADCA 2010 are eligible to compete.

e/ The films for pre-selection on  DVD together with the  signed  entry form  and  a dialogue list  should be sent by 15th May 2012 to the following address: Department of Ethnology and Cultural Antropology, Faculty of Philosophy Comenius University, Mgr. Linda Simekova, Gondova 2, 814 99 Bratislava, Slovakia, labelled as „ETNOFILM CADCA 2012“.

INSCRIPTION
The inscriptions are possible from 1 February 2012.  Only  files with  the following documents will be favoured for  pre-selection:

a/ Preview-copy of the film on  DVD (by post)

b/ Entry form for each film duly filled out and signed (original  by post, copy by e-mail)

c/ Summary of the film ( synopsis about 5-7 lines in length, by e-mail)

d/ Photographs:  3 photos  presenting the film and  a photo of the director to be included in the Festival catalogue (by e-mail)

e/ Short biography and filmography of the director  (5-7 lines in length, by e-mail)

f/ Complete  commentary or dialogue list in  English,  or Slovak (by post, copy by e-mail).

g/ The submitted entries on DVD shall not be returned to the entrant. The organizer shall use the preview DVD for the screening purposes during the festival and afterwards  the film will be included  in the Festival Archive for documentation purposes and eventual further non-commercial use (research, education, screening of the successful films after the festival).


PRE-SELECTION

The Pre-Selection  Jury  decides which films  are accepted to enter the festival competition.  Members of the Pre-Selection Jury will be nominated by the Festival Organizing Committee and  will consist of five members  from among filmmakers, ethnologists and journalists. Every applicant will be informed about the decisions made by the Pre-Selection Jury  by 31 July 2012 via e-mail. Results shall be also communicated via the festival website www.etnofilm.sk .




INTERNATIONAL COMPETITION

The  documentary films devoted to ethnology, social and cultural anthropology shall compete to win the following awards: 




The Golden Turon  - Grand Prix  
The Silver Turon
The Bronze Turon
Martin Slivka Award  -  for the best individual achievement of a Slovak filmmaker awarded by Literary Foundation
Matica Slovenska Award – for the best film about  the life of Slovaks  abroad awarded to a Slovak filmmaker living outside Slovakia
„Ethnologist Behind Camera“ – awarded by the Slovak  Society of Ethnology
The Best Czech Film  Award –  awarded by the Embassy of the Czech Republic
Chairman of  Zilina Self-Governing Region Award
Award of the Festival Director
Award of the Mayor of Cadca
Award of the Film Journalists
Award of the Kysuce Cultural  Foundation – for the best film reflecting the values of a region
Student Jury Award

Each of the competing films will receive a Certificate of Participation.
All films submitted will be available  in a video library during the festival.
The prize winners will be allowed to include the award in the credits of their film.


7)  INTERNATIONAL JURY 

The International Jury, nominated by the Organizing Committee, is responsible for the selection of prize winners. The panel of judges consists of five members, all personalities in  film making, ethnology and journalism, of which two are Slovaks and three are from abroad.

The Jury´s decisions will be final. The Jury may reserve the right to award one or several honorary mentions or not to make an award.



8. PERSONAL ATTENDANCE OF THE FESTIVAL
The authors of the films in competition shall be invited to present their works to the Festival audience. The accomodation and meals of foreign authors  shall be at the Festival´s expense.

Accreditation forms to secure personal attendance of the Festival are to be submitted to the Festival secretariat by 31st August 2012. The accredited participants will be given all Festival documentation for free and will be granted access to all Festival events.


9) PROMOTION
   
Submitting films to the Festival implies permission  to the Organizer to present  an excerpt, not exceeding three minutes,  from the selected film as well as photos for its promotion  in electronic and print media as well as in the Festival catalogue  free of charge.


10) DEADLINES
Pre-Selection:
The Organizer should receive the complete entry file by 15th May 2012. The submitted entry  on DVD together with signed entry form and the list of dialogues should be delivered  by post to the following address:  Department of Ethnology and Cultural Antropology, Faculty of Philosophy Comenius University, Mgr. Competition:
The decisions of the Pre-Selection Jury shall be announced to the entrants in written form and presented at the festival website www.etnofilm.sk by 31 July 2012.

Personal attendance should be announced to the Festival organizer by 31st August 2012.

11) SHIPMENT OF THE FILMS
Transport and insurance costs for the films to be delivered to the Festival are to be paid entirely by the entrant. This applies also to related expenses, in particular the fees of customs.


12) AGREEMENT  
Upon the signing of the entry form, the entrant undertakes to respect all provisions of these Regulations.

Both Slovak and English version of the Regulations are equal.

In the event of any dispute regarding the interpretation of these Regulations, the original Slovak wording shall prevail. The Festival Director will settle any complaints or disagreements that may arise and her decision will be final.


13) FESTIVAL ORGANIZATION

The Festival is run by the Organizing Committee led by the Festival Director. The Committee is responsible for the acceptance of films and the overall organization of the event as well as for the composition of the Selection Committee and International Jury.

The 17th ETNOFILM CADCA is organized by: The Kysuce Cultural Centre in Cadca, The Zilina Self-Governing Region, The Town of Cadca.

The Festival is co-organized by: Slovak Film Institute Bratislava, Cultural and Information Centre of  Cadca, Department of Ethnology and Cultural Antropology FiFUK Bratislava, The Slovak National Museum, The Slovak Society of Ethnology, Literary Foundation, Matica slovenska – Fellow Countrymen Museum, Slovak Film Society, Kysuce Cultural Foundation,  Kysuce  Museum in Cadca, The University Library in Bratislava, Regional Library in Zilina.
