1) DATE AND PLACE OF THE EVENT

The 23rd edition of the International Film Festival ETNOFILM ČADCA (IFF ETNOFILM ČADCA) will take place 12th – 15th November 2024 in the Kysuce Region. The House of Culture in Čadca will be the venue of the biennial film screenings.

2) MISSION OF THE FESTIVAL

The IFF ETNOFILM ČADCA seeks to present and confront contemporary worldwide documentary, ethnographic film production. The international competition shall present films on topics relating to social and cultural anthropology and ethnology in a wider sense, ranging from various expressions of traditional folk culture, through mapping lives of a modern man in the complexity of the changing world and the way of life, up to the themes of generation gap and the margins of society.

The main aims of the festival:

  • presenting the latest documentaries on cultural and social diversity of the human community and raising awareness on the need of its protection among the public, filmmakers, scientists, and media, taking into account topics of endangered moral values and generation gap visions,
  • encouraging new film productions, student and non-professional films,
  • contributing to the growth of Slovak filmmaking in the field of visual anthropology,
  • organising professional and educational events at the festival concentrated on enhancing wider public involvement.

IFF ETNOFILM ČADCA 2024 shall pay special attention to films on cultural diversity of the peoples of Europe, which is the basis of Europe's cultural heritage.

3) FESTIVAL PROGRAMME

Competition

A) professional and non-professional documentary film (films of film agencies and television studios, amateur, student, cultural – educational films)

B) Films submitted to IFF ETNOFILM ČADCA 2024, but not selected to main competition

C) Documentaries from V4 countries

4) CONDITIONS OF PARTICIPATION IN THE COMPETITION

a / Films can be submitted by filmmakers, producers, distributors - institutions, as well as natural persons.

b / Filmmakers, producers, distributors - institutions as well as natural persons can submit an unlimited number of films. Submission of the films is free of charge. The festival Organizers are not bound to pay the fees related to the screening of the film.

c / The Entrant shall fill out a free online submission form available on the festival website www.etnofilm.sk and shall submit it no later than 31st May 2024 so that the film can be registered and presented to the Selection Committee.

d / The films produced after 1st January 2022 and not submitted to the 22nd IFF ETNOFILM ČADCA 2022 may be accepted for the current competition.

e / The Entrant declares that he/she is authorized to submit the film to the competition and does not infringe any copyright and license rights. The Organizer is not responsible for possible violations of law resulting from unauthorized film submission.

5) SUBMISSION REQUIREMENTS

Films can be submitted from 1st March 2024.

a / Electronic submission form should be duly filled out and submitted no later than 31st May 2024.

b / The film can be submitted electronically via a video link /e.g. via VIMEO, YouTube and other video channels /, if protected, please, indicate a password.

In case the provided link does not provide sufficient film quality, the Organizer shall ask the Entrant to send a film version, or its part, of a higher technical quality. If the Entrant does not react to the call, the film shall be automatically removed from the list of submitted films.

c / A complete dialogue list in Slovak or English language has to be uploaded via the submission form. The dialogue list should be provided in SRT format with time codes.

d / The following promotion material has to be submitted through the electronic submission form to IFF ETNOFILM ČADCA 2024: a synopsis, information about the director/filmography, 1 photograph of the director, 3 photographs from the film (poster), video trailer not exceeding 2 minutes.

e / Technical requirements for film entries: video files in the recommended screening format HD 1080p, bitrate min 20 mbit, H264 or X264, H265, container mp4, mov, mkv, mxf.

f / Submitted films shall be used for the screening purposes during the festival. After the festival they will be saved in   IFF ETNOFILM ČADCA archives for documentation purposes and eventual further non-commercial use (research, education, post-festival screenings).

g / Failure to meet the above requirements entitles the Organizer not to include the film in the competition.

h / The registration of the submitted entry form with all the required attachments will be confirmed by the Organizer electronically. 6) SELECTION OF FILMS FOR THE INTERNATIONAL COMPETITION

The admission of the registered films to the international competition of the festival is decided by the Selection Committee of the IFF ETNOFILM ČADCA. The members of the Selection Committee are nominated by the Preparatory Committee of the IFF ETNOFILM ČADCA. Each Entrant of a selected film shall be notified on the decision of the Selection Committee by e-mail no later than 31st July 2024. The results of the selection process will also be presented on the festival website: www.etnofilm.sk. The films advancing into the competition will be screened in the Kysuce Region as part of the current edition of the festival and during post-festival screenings in Slovakia. The Selection Committee is entitled not to include a film in the main competition if the technical quality or content of the film do not comply with the festival statute and its mission.

7) INTERNATIONAL COMPETITION

International Expert Jury of IFF ETNOFILM ČADCA appointed by the festival Preparatory Committee shall evaluate films included in the international competition and decide on awarding the prizes. The Jury consists of five members, all of them personalities in film industry, science and culture. The Jury may award one or more honourable mentions or not to give an award. The decisions of the Jury are conclusive.

VIA EUROPA Award - for the best film on European cultural heritage - awarded by the Chairwoman of the Žilina Self-Governing Region

Martin Slivka Award - for the best individual achievement of a Slovak filmmaker - awarded by the Literary Fund

Ethnologist Behind the Camera - awarded by the Ethnological Society of Slovakia

The Town of Čadca Award - awarded by the Mayor of Čadca

The International Jury and the Festival Director may decide to award further prizes.

The award-winning filmmakers are entitled to mention the award in further promotion of the film.

9) PERSONAL ATTENDANCE

10) PROMOTION

The Entrant gives the festival Organizer a full consent to use for free a video trailer not exceeding 2 minutes, a synopsis and photographs from the selected films for promotion purposes in electronic and print media,   festival catalogue and social networks.

COMPETITION NOTIFICATION:

The decisions of the IFF ETNOFILM ČADCA Selection Committee on the films advancing to the international competition shall be announced to the respective Entrants by e-mail no later than 31st July 2024. The list of films admitted will also be published on the festival website: www.etnofilm.sk.

PERSONAL ATTENDANCE:

12) CONSENT

Upon submitting the submission form, the Entrants express their consent to all provisions of this Statute.

Both Slovak and English versions of this Statute are equal.

In the event of any dispute regarding the interpretation of the Statute, its Slovak wording shall prevail. The final decision about any complaints and disputes possibly arising in the process of festival preparations and the course of festival shall be made by the Festival Director.

13) FESTIAL PREPARATION AND ORGANIZATIONAL STRUCTURE

The Director of the IFF ETNOFILM ČADCA and at the same time, the Director of the Organizing Committee of the IFF ETNOFILM ČADCA – acts as the Head of the Festival and also the Organizing Committee which ensures organization of the festival. The Festival Director is appointed by the Director of the Kysuce Cultural Centre in Čadca.

The Chairman of the Preparatory Committee of the IFF ETNOFILM ČADCA – acts as the expert manager of the festival and the Head of the Preparatory Committee of the IFF ETNOFILM ČADCA which ensures the professional side of the festival. The Chairman is appointed by the Director of Kysuce Cultural Centre in Čadca.

The Preparatory Committee of IFF ETNOFILM ČADCA - appoints the Selection Committee, the Programme Committee, and the International Jury. It proposes the festival side events and takes part in their organization.

The Organizing Committee of IFF ETNOFILM ČADCA - provides overall organization and promotion of the festival.
